Part of a project that addresses the competing claims on Soviet resources exerted (1) by different sectors and end-users within the military, (2) between military and nonmilitary resource claimants, (3) among nonmilitary claimants, and (4) between all of these and the Soviet empire, this Note estimates the range of potential resource claims that may be exerted in the next decade for consumption in the Soviet Union. The study separates consumption into five sectors--health, housing, education, food supply, and nonfood consumer goods and services.
